Does opening History or the live URL count?
No. Only a successful task uses 25 credits.

You can reread the preview and refresh the storefront as often as you want. That does not move the Plans counter.
Short answer
- History is free to read
- The URL is free to open
- Submit is what can count
Save on the New Task bar also does not publish and does not count.
