Is every active product my whole catalog?
No. It is only how many product links go in this short file.

Every other product remains in Shopify and in the sitemap. Nothing is deleted to fit the cap.
Short answer
- 25 links in the file
- Full catalog stays
- Sitemap stays the full list
Use collection links when a category matters more than another product row.
